No he didn't. In the old restaurant, very few was given holy spirit. Upon baptism, u receive holy spirit. 6000 years mankind in general doesn't have the holy spirit. When christ returns, every person has the opportunity to come to christ not he'll fire.

You will truly understand the work and true purpose of God.

My point is that Herbert Armstrong said mankind will not have access to God's holy Spirit for 6,000 years. And he did not mention as you have just said, that God calls people (having the Holy Spirit) for his use and purpose. That is something he left out. Someone new who listens for the first time would be confused.
