    Pretty ignorant statement to say that when rain collects on your lawn to just let it soak in. Really, what do you think that I squeegee it off into the storm drain? City codes require that yards have managed drains or culverts that empty into the street and then into the storm drains. Why don't you discuss this with the city planners? They are the ones who dictate how runoff is managed not the homeowner.
