So about a decade ago when I was around 20/21 I used to work in kitchens (long before my crippled body and health became too much, I’m bedridden now) and I started work at 0630 every morning, so I would cycle up the hill to work, maybe a 4km bike ride but the hill was killer. So I’d get to work around 0600 to give me time to put my bike away, cool down and have a smoke, and one morning I was doing my normal morning routing when I saw RATS. I moved the big bin out the way so I could put my bike at the side of the building where I locked it every morning and had never seen rats there before, but they were HUGE! Apparently that building had several in the basement and despite having rat traps everywhere they still bred and wouldn’t die off (I think they were breeding just behind the building or inside the walls, building management struggled to reach those areas) and they were just so HUGE. Like this was one of those buildings that had several businesses inside it and my kitchen was on the ground floor, offices on the floor above us, and apparently they were found on our floor regularly and I’d just been really lucky to have not seen any by that point, and it’s like once I did see them I was doomed to always see them. Having a break in the break room on the crappy sofa? Rat comes flying from the under sofa. Minding my business in the kitchen cleaning my knives? Suddenly one goes flying across the floor and my manager Will was terrified of rats and got me to chase it with a broom. Minding my business outside smoking? Rats just nearby coming from nowhere. Building got demolished a few years back to make way for something else (Altens in Aberdeen, lots of businesses etc) and I’ve always had a theory the rats came from either the recycling plant nearby, or Altens as a whole industrial estate was plagued by rats!
Nogla legit has done his research tho. A few well-placed EMPs from nukes detonating in the upper atmosphere could knock out the power grid across the continental united states for weeks. A very effective, but utterly terrifying way to kick off WWIII if you ask me.

Such a measure wouldn't be used to kick off ww3 (since we already sleep-walked/slowly slipped into it); but rather they'd be used to shut down or lock down a country, to prevent one country from pulling the plug on the world.
