For the egg rolls or any spring rolls its better to use cooked stuffing because the wrapper gets brown too quickly to cook things inside

Pretty much, I think spring onions have a slightly larger white part usually.
Scallions have more green in them so are used almost like a herb whereas spring oninon and green onion are basically equivalent...
