You saw it right! Yes, that hedgehog is more than a fan-made character, he has a mysterious story that hasn't been entire revealed yet! And yes this series isn't only a comedy animation, there's a very deep story behind it, and yes this version of the series is discontinued but goes until episode 6 and has got a remake in 2021, now the episodes go until the episode 11 and will resume around this September!
I think his intent was to base it off of his “Sonic Adventure” sprite animation (which was cancelled a couple years ago). I understand why some found this be a disappointment, some of the jokes were unnecessary (as in Tails constantly out of breath), but I personally like this series so far
