I'm pretty sure that move hits overhead and the hitbox for it goes over low attacks like a low forward, shorts, and maybe even sweeps. I think I was doing a lot of low forwards into fireballs? So he's either trying to catch me poking or he's trying to overhead attack me because i'm turtling low but he misjudges where he is and just whiffs.

or he flubbed a move but i remember this guy being competent so it's probably the formers over the latters
