I tried another way to create that dreamy effect in PS, what you need to do is to go to Select > Color Range > Highlights, copy the selected area onto a new layer and blur it, like all the way. I feel like it looks much more... clean? rather than blurring an entire image and setting it to Lighten or Screen opacity modes. But now I'm interested in buying this filter, never heard of these, thanks for the recommendation!

I do this sometimes but with only the highlights being blurred it can look really artificial. That’s why I recommend the physical filter first!
When you copy it onto a new layer, do you gaussian blur it? Or just regular blur it?

I would highly suggest the 1/4! It’s strong enough to really see but not too much to overwhelm the photo
