The soil texture at the site is good enough that we didn't need laterite. It could have just been a waste of money. moreover, the sharp sand was watered for a week and well compacted

Why is the wire mesh above the polythene leather ?

That is how it is supposed to be. The polythene holds the sand and prevent cement from sipping into the ground. It also acts as a water proof layer.
The wire mesh is a reinforcement for the concrete hence it has to be inside the concrete above the polyurethane

Are those hollow blocks in the foundation?

Yes. But they are filled with weak concrete and they're specifically molded. Not the regular blocks
