You have to complete all the ex levels in chirpy and then go over to the wall over to the right and wait. After waiting, the static will speak to you and you are able to access level 8. But aware, after entering, you'll have a mini cutscene of chirpy breaking the wall. After that you are able to play in the level. But be careful, If you die, you get sent back to the statis station.

This is not actually the true ending, it’s just the bad ending, or a what if scenario in this case, the good ending is the true one.
