First start by doing away with Statehood, as v r misfits to govern ourselves, restore it as a Union Territory. DSPs are not necessarily IPS officers as far as I know. They could be from state police. Wherein a state can interfere. Whereas in case of IPS officers who are appointed by President of India(recommended by central govt), the only authority who can dismiss them is the President of India only after a thorough enquiry.
