He hasn't seen them before. Consider it like this:
You know when you're online shopping, and there are like 10,000 items to choose from on a retailers website that stocks many brands. You then apply a brand filter, a item category filter, and a size filter, and before you know it - there are only a handful of possible answers. That's what's happening here. For example, double yellow road lines (americas) + sun coming from the south (north america) + lots of palm trees (florida or california), specific number plate style, street sign style, or general vibe of the area = either florida OR california. This can be done with every location. And once you've played tens of thousands of games, you can do it really quickly. That's what happens with pro's like Rainbolt.
P.S. "Gen 4 blue" refers to a specific camera type used on the google car that can only be found in certain regions.

Gen 4 is referring to the camera quality, also there’s websites dedicated to tips and tricks of things to look out for in different countries/regions. If you want videos of top players breaking down their thought process, Geowizard is right up there with the best. In cod terms he would be in challengers. He’s entertaining too! Love this vid man

When they talk about Gen 4 or another Gen it's about the camera footage that google was using. Oldest (worst quality) is Gen 1 and Newest (best quality but fairly rare) Gen 4. Generally tho your looking at road lines, plates, language, power lines, type of signs, even landscape like grass style and dirt color.

There are different metas that you need to learn. The first one is knowing which countries aren't even on Google maps. Then side of the road. Colour of the road lines. Ect ect...
Gen 4 is the quality of camera and then blue is the colour of the car blur.
You should check out Geowizard BigT, he's not as insane per say at GeoGuessr now, but he's the OG of Geoguessr and his other Geography/adventure videos are incredible too
