Pakistanis annexed it, rather the Punjabi Pakistanis annexed it. Also Baluchis were far sighted people and did not lack vision unlike the rest of Pakistan.

The real Basic question is whether the state of Kalat + Balochistan was ever part of the subcontinent. Not at all, the status of Balochistan has been separate from day one.
Balochistan was an independent country even before the arrival of the British, which was forcibly occupied by Pakistan on March 27, 1948 with the help of the British.
Balochistan had good diplomatic relations with many countries.
All these conspiracies were prepared by the British so that the independent status of Balochistan would end because Russia did not reach this area. Many powers, including the United States and Great Britain, were afraid that Russia would not reach the coastal areas of Balochistan. These fears were real. And instead of Balochistan, they gave more priority to their created Pakistan, spreading anarchy everywhere. Peace is not possible in this region until the occupied Balochistan's independence is restored.

The reason is all thesr crises initiated by Military operations which was ofcourse on the order of Govt. Govt concern was to became dominant on Balochistan but the race of hegemony and power indulged Balochistan full of crises.

All theories contribute challenges and hurdles between state and Baloch..
I suggest that blaming the British is more authentic . If they didn't introduce the sardari system in Balochistan there must be a sense of independence in 1947 , and Khan of Kalat might not refuse to be a part of Pakistan . This fueled the Whole system. But there are also many reasons as you mentioned that cause crisis in our compulsory part of Pakistan,The Balochistan.

Bureaucratracy and Punjabi mindsets have neglected Baloch people in development and prosperity
The Sardari system was already there before Britishers. What Britishers introduced was the Jageerdari System, a modified form of the historically established Sardari System. Under the Sardari System, Sardar was dependent on their tribes, especially financially in many cases. That created a balance of power between people and sardars. Britishers basically made Sardar financially independent by awarding them Jageers, or simply lands, incentives, and subsidies. In return, they became obedient to the British Raj, were no longer reliant on their people, and became tyrants in their respective territories. It resulted in an absence of balance of power between Sardar/Jageerdar and its people, which continues till date.
In my humble opinion, now only Pakistan state is to be blamed.For whatever Britishers did with Balochistan that was their divide and rule policy and at that time being their slaves we could do none.
As far Balochistan itself is concerned, how could they do right to themselves when state isn't willing to do just. I mean in every federation,a strong central support is must. Afterall,all provinces fall under same constitution.
To conclude,we must hold peaceful dialogues with our anguish Baloch brothers.Wars are not a solution to any conflict. They come at high cost of human lives and infrastructure .They don't produce peace and harmony,but only aggression and resentment.
We must resolve our conflicts through table negotiations.If we want make Pakistan a prosperous country free of terrorism,this is must.Otherwise,Allah forbids,history may repeat itself ( 16 December,1971).

Whom to blame: British, state, Baloch. If we see in history, every state or predecessor sowed the seeds of conflicts. Those were the natives who united themselves and fought for their rights. And if we see example of India, after independence, it was indian state, who abolished feudal system(reforms)
