Nope. You are right in excess tension but the capacitor is required because batteries are needed to charge with direct current, 4 diode doesnt make a full dc you need a capacitor for smoothing sine waves.

Please, don't you ever use this as a charger for Li-ion batteries, this could lead to fire. Also don't use with car batteries, or the transformer/diodes will burn. It could potentially charge lead 7ah batteries, while manually controlling the charging current and voltage. Using this without a fuse is a stupid idea.
