Sam, I'd say you are way off base. He's a great player, very strong composer, and has always surrounded himself with great musicians. Everyone has to make decisions. If music is too abstract you'll have trouble finding and keeping an audience in most cases. This is an amazing recording / video.
That's the thing about Kenny Garrett, he can go from sounding like one monster player taking things to new levels and then the next tune will be elevator jazz. I think most of his records end up sounding like this. I would check out the tune Gendai. That tune kills... hard.
