An Adjustable wrench has parallel-toothless jaws. They're a usable replacement for a flange tool.

That's another good option. I choose to use the duckbill pliers since it spread the stress of the panel over a wider area.

I'm interested to see how close the fuel neck rests against the angled 3/4" square tube. I needed to use plastic spacers between the tank and plastic bumpers to keep my filler neck off the square tube.

It's usually about a 1/2" away from the filler tube. This one should be about that.
