      More than a few great players do or did in the past. Duncan Johnstone, Willie here, and more recently John Angus Smith were/are all superb players.
      For what it's worth, I play with the bag under the right arm and right hand on top as well.

      Most times, if a person is left handed they will play with the bag under the right arm.

      I have been told by John Angus Smith who's family tradition goes back to the Island of South Uist, (Willie Morrison is from South Uist, Duncan Johnstone was from Barra (near South Uist), Angus J. MacLellan was from South Uist, Rona Lightfoot from South Uist aswell and they all played the Pipes on the right shoulder) that it is a tradition that all Pipers there are paying on the right shoulder.
