Nelson-san, good question. I insisted not to use みじかい to describe human's height simply because it doesn't make any sense in Japanese. It is a typical mistake by English-speaking learners because they do use the adjective "short" for human's standing height but not us in Japanese.

Even if you used 短い (short) instead, the phrase この男の人の髪は短いです (This man's hair is short) sounds like you are specifically describing his hair because the hair 髪は is the topic in the sentence. If you want to describe the man 男の人は as the topic, it has to be この男の人は髪が短いです。(This man has short hair) I hope this helps!
