Idk if he’s a background character. He plays a minor role but he wasn’t an extra. Plus, that minor role played a big impact in the story (he killed Rue, which led to Rue being martyred leading to the rebellion)

You know these things take time right. Pretty sure Eric Kripke said that it needs to finish sound mixing and music as well as a bunch of heavy VFX shots. And It also needs to be dubbed in other languages which takes months

Synopsis
