ABOUT MAHJONG (in general) Briefly (because the game has tons of rules and details), Mahjong is a tile-based game first developed in China in which up to 4 players play in turns, draw and discard tiles until one completes a legal hand of 14 tiles to form 4 melds and a pair, or particular special hands. There are plenty of regional variations, this videogame obviously follows Japanese Mahjong rules and it's limited to 2 players (human player being at bottom of screen). Scoring (note: on Jap. Mahjong) is based on how strong your hand is, and winner gets points from the opponent(s). Several factors are involved, for instance, robbing tiles discarded from opponent may reduce your score; calling Riichi ("reach", you declare that you miss one tile to complete the hand; this costs 1000 points and you won't be able to modify your hand after that) may increase your score since it exposes you to major risks; collecting Dora increases your score (A "dora indicator" is flipped from the end of the wall of tiles; its succeding tile is recognized as dora, e.g. indicator is 6-bamboo means 7-bamboo is dora); etc. There's really lot of things that could be said, if you are interested you can check this good document mahjong-europe.org/portal/images/docs/Riichi-rules-2016-EN.pdf or eventually you can ask me in comments if it's about this replay.
Might be true. Luck alone doesn't suffice but is indeed needed. I like the idea of showing examples of where the 1cc is possible on mahjongs that are a bit interesting, unless they are too lewd for this platform.

A 1cc of a riichi mahjong arcade game is luck. Even when you have the best strategy, you still might lose because your opponent is lucky.
