An air compressor would make a better example than a treadmill. A compressor starts at full voltage and at full load. A treadmill has a drive which gradually ramps up the speed thus eliminating most of the inrush current. Besides I wouldn't want to be on the treadmill if the full voltage were applied. I would be thrown off it.
