Android 13 Raid boss will get invulnerability if he uses super, or ultimate skills (you can see it in my Android 18 raid quest), he can also send to to other maps, and the map is little small so it can be little annoying to trying to hit your target.

Chaos Wall Evasive Skill could nullify the likes of S.S. Deadly Bomber Ultimate Attack.
I think that Destructive Fission ultimate skill can also stop S.S. Deadly Bomber, but I will have to test this out.
