That's because it's a wealthy neighbourhood. The city will likely take care of the roads more their (to avoid complaints from powerful aristocrats) and the property owners (said aristocrats) have plentiful money to spend on expensive gardeners.

It is a place named Naples in a state named Florida in the United States of America.
How much do you have to make a year to live in a place like that?
The average rental price of houses there is 4-5 thousand dollars per month, let's say the lowest ones. I don't know about taxes and other expenses. But two working individuals will easily hold it. Imagine working there with two or three friends and renting such a house. Dreamy.
