What drives USA military spending, the extreme profitability of it, which funds bribery and corruption to keep the spending going and raising those profit margins ever higher, driving wars for profit, not for the USA at all but for it's out of control War Industrial Complex. Those conflicts need not achieve any success as can be clearly seen with routine failure, as long as those conflicts drive further spending. Even the arms and munitions need not be effective as long as they are exceptionally profitable. Why was Russia able to outproduce the entirety of NATO, Russia's focus was upon defense and the NATOs focus is upon profit for the Military Industrial Complex, the profit at the expense of those member countries economies as they pour their economic future into the black hole of war.
I think half of it is about the concern over pushback. Theres a drive to secure there borders and interests but theres the specter of retribution that has nations like Israel digging in for a long game conflict.
