You need to get an S rank on every level and unlock all the characters or buy him from the shop in the sewers.

@@andrebryant8373 ya that was made back when I thought he could do it but after actually trying it, it is impossible for tails to cross the lake, he doesn't have trouble getting to the top of the invisible wall though
