Marshall would be much better if they would not start with so much money. He is strong if he can use his knights and destroy the economy of the rat. If they have so much money it doesn't matter if he destroys the economy tbh. And the attacks from Marshall will be much later because he recruits the knights preferred..
I imagine there were a lot of moments of AI just refusing to go for an attack before the devs made the offensive routine much stricter (as in, AIs caring much less what is happening while they are attacking the opponent). I know for a fact that UCP had this problem with Pig for a time.
I'm someone who knows how the AI modifications work in this game (the basics are not that hard once you get the hang of it) and I can explain that basically the reason is that the time at which an AI attacks isn't informed by external variables, it's entirely based on a bunch of internal ones.
Marshall is bugging. He's constantly destroying and rebuilding two armour workshops. Which has a big impact on his gold and weapon production...

If marshalls lose increase their number by one, so the next match is 2 marshall vs 2 rats. Same do with rats, if thet loose 2m vs 2r make 2m vs 3r
