If you are travelling from Delhi, it is going to take approximately 13-14hrs. If you can travel this much then in Jibhi, you don’t have to move much (miss trek places) Just enjoy the tree house, waterfalls and weather. But other less distance option you have is Dharamshala and Mcleodganj. Amazing place - check my Mcleodganj vlog for more details on this.

Its not that expensive. Find a budgeted hotel, it will cost 2 people around 700 per day. Near buy places are not soo far away that you would need taxi. Without taxi also you can travel, talk to your hotel for renting bike if they can provide.
