Yes the roof has to be supported by cantilever if no columns in the stands, very expensive. The further the roof reaches out, the stronger it has to be, and it also needs an equal anchor somewhere going the other way. Saints fan here, if I did the dome today, I would say just put the roof over the stands and leave the field open. Maybe some big ass fans for our humid climate, amazing what shade and fans and wearing shorts can do and it puts you back in the elements some. I hate nice fall sunday afternoons inside the dome. Europe has to cover the fans due to rain frequency and cold I would imagine, at least get the rain off of them. Arrowhead stadium was way ahead of its time, beautiful.
I'm not sure how that observation is interesting. In America the elements are less of a factor. It doesn't rain nearly as much as it does in most of America comparative to Europe. It would be pointless, except in the North Eastern United States where most stadiums (Not just NFL) are built with a roof structure. If I were to build a stadium there is no way I'd spend the extra 100 million for something that isn't needed.

Back to Europe, providing a roof for fans is good for at least precipitation but the cost is offset by seasons that run 38 games for example in the premier league as opposed to 16 in the NFL. They also have many other games in other leagues and cups sometimes totaling in the 60's. So assuming half are at home, that's 30 home games vs 8 maybe ten in the NFL, consider the cantilevered roofs paid.

I know of a certain college stadium that is even louder then that and it is Camp Randall Stadium in Madison Wisconsin and I know this because I have been to badger games there before.
