I believe u caller, an WC raised our bill from $8000/months to $300,000+. …. We even had a certificate from a professional that there was no leak and this is a house that was unoccupied because the owners are abroad. The OUR was of no help.

Is it possible that there's a leak somewhere in her lines? I am in the US and I live alone. I was paying approximately $35 per month for water. Suddenly, I started to get bills for $300+ . I was away on vacation, so no one was home; yet the bill was ridiculously high. When I called, they told me that's what the meter read. I turned the water off to check and the price was still high. Come to find out the washer in one of the toilets had dry rotted and the water was running constantly. So, she should check the toilet tank, for example.
I would pay them $2000 and investigate the problem

No they are thief. Maybe the meter is not working or never worked. 2019 in Florida man had $20,000 water bill after suing city found out meters were not working some never worked: some workers were written incorrect numbers for usage. Same thing they do in foreign countries when commissioner get a raise or stock payout. Customer service tell customers they using more electricity and list various reason.
