I don't know a lot about chess but I think a gambit is where you sacrifice a piece for developement or advantage but you didn't sacrifice anything so I think this will rather be called as a engineer's opening not gambit
Agree you can make that argument, in some lines you are gaining development as Black best responses are to play e5, a5 and c5 in the first 5 moves while White can develop pieces.
