It ain't breaking up in space and there isn't much in the way of steering it in space either besides some thrusters to speed up/slow down to fine tune its reentry point. This wasn't like an airplane flying overhead, its twice as high as the ISS, 3 times higher then starlink satellites, it's reentry point was 1000's of km's from japan.
