As prevailing practice in corporate ,
Purchaser issue a tender for quotation
Seller sends offer in return with some terms and price.
After negotiation, Purchaser issues PO with their company standards T&C
While giving acceptance on PO, seller accept PO with some comments.
Purchaser normally doesn't respond. Seller start delivering services and Purchaser release payments as well.
The above is a very general practice being followed in India & purchaser never issue revised PO. Whether comments on PO are considered as acceptance with a reason of IMPLIED acceptance, as payment is being released by the purchaser.Or any other reason, where seller interest can be safeguard. Please clarify
