Many modern machines have this function and it considered a "premium" feature. My new, less expensive, Bernette B38 cost about 450 pounds which still isn't cheap but is a lot cheaper than a professional-grade quilting machine (which are by default expensive machines).
What kind of sewing machine are you using? Ive never seen the feature where the foot raises to pivot without using your hand.
