NOAA is no longer seeding clouds in front of hurricanes. Project Stormfury was abandoned already in the 1980s, due to it having been found out, that hurricanes naturally go through eyewall replacement cycles. So seeding the clouds in front of it, won't work to reduce its strength. Also you can not make a hurricane stronger by seeding the clouds. The energies involved are just too damn high. With a storm like Milton easily releasing the equivalent energy of around 10.000 large nukes during its lifecycle and being fueled by the air/water temperature.

It is not dumb but life and death situation for the people living on the ground. It may sound stupid and dumb to some people since a lot of people haven't got a clue what these storms can do. They are worst than forest fire, worst than tornadoes. Hurricanes are the most dangerous of all natural disaster. These planes that NOAA use is specifically design for these flights. They are not ordinary planes like you think but they were built and design to withstand the force of hurricanes. I know I have seen these planes up close and personal. They are base out of Keesler Air Force Base in Biloxi, Mississippi.
When it's in the service of gathering information that could potentially save lives, it's bravery. Outside of that, there are few other things that wouldn't qualify as stupidity.
