It depends on the application. You can either install it in your local directory as per the developer instructions, or ask your HPC admins to install it for you.
What if there is a logical mistake, or program code was written in a way that it makes large amount calculations/drain all computing power/ storage....do they put a limit to computing power and storage provided to you
The HPC is divided into nodes. You can consume all the CPU/GPU/RAM of that node only (or multiple nodes if you requested several), it won’t affect other nodes you did not request.
