If you think about it, the game world of Night City is really poorly built for police chases. Everything is extremely tight quarters and the cars are big and opulent tanks. I don't think it would be fun to have a police chase in the same vein as other games (i.e. GTA V).

There can be even more training if the officer transfers/is promoted to a different position or has to use a new technology. So you are in a sense always training to adapt to new and/or different situations and that’s not even accounting for the drills they regularly do.

The agency fell apart following the Ant-Pinkerton Act of 1893 greatly restricted their ability to be a private mercenary force for corporations.
Pro tip, double your token of appreciation and have it held ready for the officer to grab before he/she asks for an inspection, if done correctly, the officer will take the token, decide that the inspection is no longer needed and send you on your way.

Like 6th street has a freaking meth lab in their turf, they kill random people they don't like for whatever reason, they have random crime scenes where just like any other gang where they randomly throw a civilian on the ground and empty a magazine into their chest. Even the supposed "poser gang" the Valentinos all act like super hardened criminals who just kill anyone who get in their way. All the gangs feel way too similar to me.

You must have built your character pretty poorly. My Level 50 character can kill an entire squad with ease, even including the MaxTac officers that show up once you start gunning down police.
Huh whenever I drove over the speed limit no NCPD were after me, when I accidentally ran over some pedestrians I got a bunch of police shooting at me so my only instinct was to run for my life and after that the police didn't bother to follow, then when I eventually wanted to comply with police for committing a crime I was killed by the police. On a side note when trying to help the NCPD with their gang problems around the city (the blue assault things) sometimes the police just appeared to shoot me because I was the real criminal, I am suspecting that the gangs have bought the NCPD at this point due to how many times they were on the side of the scavengers.
