The issue is that many people perished... and even more people became homeless and got plunged into poverty after the war. Then after World-War-II, there was also an uncontrolled influx/mass migration of people from the provinces all looking for jobs, but most of them weren't qualified, that's why most of them ended up in the slums. The mass migration from the provinces into Manila started from the 1950's and lasted all the way to the early 2000's, it's still happening today but at a smaller rate. This means that the city didn't have enough time to get properly rehabilitated, that's why it is disorganized, it also couldn't support this huge population.

The church is called Nuestra Señora de Gracia or simply referred to as the Guadalupe Church. At the time of this film, the church had been in derelict for a while due to its occupation by both, the Filipino revolutionaries and the American forces, and arson by the latter. It was assumed to be haunted from then on.
The church was only restored after the war in 1945.

yeah, i used to live there, just two streets away from that church on coronado street for 10 years. i frequently found myself sitting on the pavement stairs to clear my head. It's like you are praising the thieves. PH has been raped more than 3 major times by diff colonizers, stop acting like it's our fault.
