For anyone maybe wondering why CPU usage went down when there were a huge amount of notes: Notice the FPS drops in those sections. The GPU is getting more stressed during those sections, so the CPU is actually having to wait on the GPU more. In an unlocked scenario, an ideal situation would be 100% GPU and CPU utilization. If one of them starts dropping in utilization, the other is the bottleneck.
