I've been reading some of the SPICE tutorial PDFs and discovered that the file extensions basically mean that ".b(kernel type)" is a binary file and ".t(kernel type)" is a text file. The (kernel type) could be anything (PC for planetary constants, SP for spacecraft and planet, LS for leapseconds, etc.). I was also confused about the file extensions but I'm glad I finally understand what the files correspond to.
