s3 is like 25% personal dmg increase, its nice to have but not necessary. if you are f2p i would say wait for other characters especially the new magistrate/Phrolova.
I say yes. Go for it. If you're planning on using carlotta for a long time specially during exploration and quests. You can just get S0 future characters that you will use either as support or main dps in events/towers that you need 2-3 teams.
Carlotta just ticked everything that I like about a gacha character. A range gun/bow user that uses ice element. Im going for s3 this banner and hoping for s6 on her reruns. Maybe pick up supports that can buff carlotta even more along the way.
