How to Make this Old Looking Map in ArcGIS Online

- The delectable combination of blend modes, effects, and the vector tile style editor in ArcGIS Online enables a shocking amount of cartographic license. Right in the browser.
I'll take a very plain and modern and basic (but lovely) set of basemap layers and turn them into something that plausibly looks like it was printed in the 18th century.

Is there a way to make changes/edits to the basemap in ArcGIS Pro rather than Online?
not that i know of. but developers.arcgis.com/vector-tile-style-editor/ does a really good job of exposing nearly everything i'd want to edit.

This is awesome, I’m trying to make a map of old railways for my Dad’s Christmas and this is exactly the style I’m after. However, I’m using ArcGIS pro and struggling to find the hue adjustment and bloom effect, any hints on how I can make it work?
Thanks! Unfortunately Pro does not have effects so it’s just an online basemap for now
