To be fair, EN's growth is a gamble Hololive is running to its max. Sure, it sucks for other talents to be kept waiting for so long, but business wise, it's hard to compete with the reach and viewership EN delivers as a general. Here hoping those with a pending 3D model can achieve that goal sooner than later.
To be fair, being the later Generation means you got access to some more advance stuff already. At this point, Cover has already improved at making Models to the point they can make them faster than what they did for the older Generations. That said, this is now how fast a Hololive Talent can now have their 3D Debut after Debut.
Which JPs? Their 3ds have always been quick coz the physical distance wasn't an issue. You have to remember that HoloEN and ID opened literally as the world was going into lockdowns. Travel was very restricted in those days, especially in Japan. The restrictions eased up many months ago so now Advent's 3d debuts are much faster than their EN senpais. As for JP 3d debuts, only ReGloss doesn't have 3d yet, but they're their own Holo branch (ReGloss is a gen under Hololive Dev_is, sister branch of HoloJP, HoloEN and HoloID) so who knows when they get to deut their 3ds.
