      good question. I think the answer is the world wasn't so well connected with I.T back then. Also Russia was in a serious mess with the aftermath of the USSR. The other reason could be, leaders undestood the implications of weaponizing currencies, impossing sanctions and freezing assets.

    The EU is going to have a hard time with the WTO and European Courts allowing the frozen assets principal to be used for anything, which is why they came up with this frozen assets income repayment of bonds "secured by this frozen income" which is not as this channel explains. The frozen asset income is only the "guarantee" against default on the bonds. So in effect, the EU sets up bonds guaranteed by frozen income on these frozen Russian assets, and then intentionally defaults on the bond payments, which would trigger the frozen asset use to cover them. I cannot see how any court would seem that this is nothing more trying to straight forward use the frozen income for ukrainians weapons, etc. I guess it depends on how crooked the courts are, but this just a horse by another name.
    Russia is only doing what has been done to them, nothing new, the West did it first. And the Russian economy has much higher gdp growth projections than the U.S. and most western countries, so Russia's economy has not been hit hard. All the western sanctions have done is accelerate the depolarization in many Global South countries and led more countries, even in the West to buy more gold and sell off u.s. treasuries in their central reserve holdings. Now u.s. farmers have lost their supremacy in the grain market, and they are all falling one by one. And the West won't know what Russia, China, Iran, and any other BRICS+ country is doing, thereby destroying the west's ability to sanction. It is awesome to watch the west squirm now!!!

    The Russian govt gave all countries and corporations a warning in 2022 after the invasion. It gave all JVs and countries with assets in Russia until end of 2022 to sell their assets to Russia at a market price. If not sold the govt thereafter would require all foreign entities to be approved for asset ownership. If approved no problems if not then nationalised at a price determined by Russia if any price at all. Simple warning process giving them reasonable time to sort. Japan investment in thecEastern gas fields has been approved and continues living up to their statements made. If the banks did not sort themselves out the shareholders should speak with the boards not the Russians.
