I loved this tape deck when I had one. I found it under a tree on the woods covered with leaves. Once I'd cleaned it up, it lasted for about five years before the R/PB head packed up. As soon as you had the bottom off I could see the problem with the take up, the belt was on the wrong side of the white wheel. An easy mistake to make. (done it myself a couple of times. LOL)
This budget tape mechanism far exceeds the quality of any deck made today and a little tlc will resolve the flutter. I think GE called it a Cartridge Recorder because Philips held the copy write and patent on that design of Cassette. GE probably avoided paying the licence fee.

To free up VU meters I sometimes us a 1.5v battery across the termilnals to get the needle to move. (not advisable, but it has worked in the past)

The wow and flutter seems to be going at the same speed as the belt, that could be the issue. 🤔
