Awesome and looking forward to see you do your restoration project on this. I'm so nostalgic for all the Sega deluxe cabinets, After Burner, Outrun, Space Harrier, Super Hang-On which I enjoyed to play during summer breaks.
You can get the motors rebuilt. And if you have all the motors, check the bridges on the motor pcb board. I Have the Commander cab , and replaced the bridges and it was up n running again. Also there should be some switches that look like big arcade button microswitches, that open and close depending on the position of the cab, left, rt, up, down etc. i made a pigtail to attach to the motor molex so i could switch polarity of the motor and change the cabs direction for testing. Just flip the power polarity to the motor and it should move. If the “switches are stuck” it wont allow the cab to move. So i would start there.
I can remember playing one of these only once as a kid since it was usually expensive wherever it was (usually set to at least a full dollar a play even at the neighborhood places), so other than that one time I would only ever play the regular cabinet whenever I played After Burner in arcades. Games like this were certainly impressive works of engineering.
