Costly parking confusion angers towed Troy motorists

A parking dilemma in Troy is now costing people hundreds of dollars there. People are parking in the area where the Uncle Sam Parking Garage used to be, and coming back to find their cars are towed, at a cost of $350.

I am just alittle curious. How come the property owner will not accept the liability for the people parking for the residents, but will accept it for the people from out of town?
