It was actually a thing in the late 90s...
Soft tails are still a thing, in fact (e.g. Moots). This is not a soft tail however, because it has a pivot, so it is a full suspension by any normal definition, and a mono-pivot design by the look of it. They are cleverly trying to create a fake controversy that it is a new type of bike. That said, it seems there may be some novel elements to the design, like those seat stays, but someone whose been around longer than me could probably say better. (EDIT less awful grammar and spelling)

As a matter of fact, Red Bull TV has stated many times that XC is destroying DH when it comes to viewership (the gap is like 125-100 more or less). They've considered creating and broadcasting one-off XC races but they think the XC crowd won't care of something that isn't official enough. Also, I have a feeling that creating Red Bull-style one-off XC races could be quite complicated (urban XC race could be cool to watch but would demand to close down MANY streets).
