i've seen this in compostela and there were 7 passengers -_- i was like WTF? and im a filipino i've seen this many times here in my hometown (MATI CITY PHILIPPINES) but only 4 passengers max.
Traffic rules apply only in urban area.. as you can see, that is mountain.... no one will put traffic lights and traffic officer in that kind of place..
