I supose you could have the leader of a bunch of petty empyreans use one of these as an actual throne. Then as the said "god" slayer sits on the throne to establish their new order of rule, after the ultimate conquest. They're just teleported to a celestial plane to the sound of crying children and the sight of a huge glass being placed over the top of them. As a vast sheet of rectangular paper is slid underneath their feet. "nasty little critters aren't they dear?" ans "honestly darling i don't know why you let the kids play such dangerous games?"

1.) When you say every plane, but then say that there would be one in your home brew world, does that mean that each prime would is its own plane (or at least layer)? 2.) are those the only things you can wish for (that it will grant at least)?
1) Yes and no, what I am really saying is the game designers say "You can put one anywhere, the gods made them, they are not specific to one location". 2) Yes, though the designers imply that a character can ask for other things, but the gods (The DM) may react unpredictably.
