Well I must say most ( about 99%) anime can do this level of hype however there are anime which reaches this level of goosebumps and some even surpass it. Example: Bleach (mugetsu, ichigo vs ulquiorra and most of Tybw), Naruto (when Naruto uses all of Kuramas power and kakaashi sees Minato in Naruto, Death note when light gained his memories and when light had his last laugh, Lelouch almost ever times and many more.
So don't use the word "no other anime".

His best source of pride is his love for his wife, whether he admits it or not!! Besides, when Goku was making his transformation into ultra instinct, my favorite point in this arc was when beerus slapped, Bulma and Vegeta flipped out and was able to push back the destroyers fist with his face!! That was impressive and so so cool!!! Who would Guess that Vegeta loved her that much! I mean he did not even hesitate except to scream My Bulma and then power up! I thought he was going to get creamed. I'm glad I was wrong!
