I think that phase 1,2,3 introduced fewer characters gave them an origin story and made their character devolpment thorought multiple movies . 1, villains are not powerful and finally transformed to good heart
2, films type classical not evil type to attract youngsters .creators writing is to involve kids to attract it
3, no superstars like Tony stark, captain America to follow
4, directors are not creating script with aggressions and adding unusual humours and thier own creative idea which is not suitable for Marvel

I think the entire phase 4 is mainly based on "LOVE"❤️. You can see in every phase 4 movies and series will end by the power of "LOVE"❤️. But except only one which is the Loki series. But there also you can see Loki and Sylvie's love but it is the only series in phase 4 where the power of Love is defeated. It is defeated by "Kang the conqueror"💔. You can see where and all there is kang there the power of love will not win. I think even in the antman and wasp Quantumania movie will also end like kang is the winner defeating love 💔.
Finally what I'm guessing is that Kang is the only person who cannot be defeated by Love and he's gonna change all the minds of the characters in MCU to lose in the hope of Love and then starts the Secret wars. There is a also a possibility of returning of the villains😈😈😈 who are dead in this phase 4 but more powerful with comic accurate powers and look. This can happen due to incursion where villains from other universes may be stronger than ours. So there is a chance of this to happen. This is my theory of Kevin Feigs's plan of Phase 5.

In my opinion, upto Avengers Endgame perfect storyline was maintained around infinity stones also Endgame became a full stop for it. As of now there is no proper storyline to move further so Marvel is introducing new characters with their origins. I think that the storyline will be developed in the end of phase 4 or beginning of phase 5. Right now many would not be satisfied with phase 4 but it would be set as a base for the upcoming MCU.
For me phase 4 was good except Black widow, Thor, She hulk and Eternals. But post credit scene seem to be good in Eternals.

Marvel want more of general audience to theatres. Their movies have grossed more than the phase 2 &3 - that bcoz of the diluted story. If movies are made for the comic book fans means - it will be a nowhere for other audience. Also when PG13 movies do require comedy and more of emotions - I believe it was/is a successful formula till date. Reviewers and youtubers may not like and it is not going to be the whole response for Marvel. More of new audience coming to theatres will produce a healthy market. Not everyone will be reading comics and follow weekly updates - there will be people watch movies alone and to sync their part - Marvel present approach is very good.
The webseries are actually interesting and it can be claimed for pure fans but there do Marvel tries to bring in general audience by introducing Moon knight series.
Kevin Feige is a genius man and phase 5 will also continue to be the same but their level of profits will definitely increase 200%...

Phase 4 was mid of all phases, it's like equal to phase 2 or even lower, the main problem like you said is Marvel simply is not living upto the hype, they must've not shown the illuminati and inform that many cameos aren't going to be there, that would lower the hype and people after watching the movie would at least be happy at seeing prof x or mr fantastic, another thing is that Marvel spoil a bit too much, look at the trailer of Avatar 2, nothing is spoiled, moreover Marvel must be secure from getting leaked, they try to push and compress everything in a single phase and it ain't working out

Because they exist in different universe and they doesn't have the burden to connect with big universe, hence that helps them to focus more stories than world building.
